Notice of Intention to Extend an Existing Concession Contract
AGENCY: National Park Service, Interior.

SUMMARY: Notice is hereby given that the National Park Service intends
to extend the concession contract with Katmailand, Inc., at Katmai
National Park for a period of approximately 3 years through December
31, 1999.

SUPPLEMENTARY INFORMATION: The concession contract with Katmailand,
Inc., authorizing it to provide lodging, food service, transportation,
and other services within Katmai National Park expired by limitation of
time on December 31, 1995, and was extended until December 31, 1996.
The National Park Service does not intend to issue a prospectus
soliciting bids for a contract for an extended period until planning
can be conducted to determine the future direction for concession
services at this site. The planning may affect the future of this
operation, and may take as long as 3 years to complete. Until planning
is concluded, it is not in the best interest of the National Park
Service to enter into a long-term concession contract for this
operation. This extension may be for a lesser period should planning
conclude and a renewal process be conducted which results in the award
of a new long-term concession contract. This existing concessioner has
performed its obligations to the satisfaction of the Secretary and,
pursuant to the provisions of Section 5 of the Act of October 9, 1965
(79 Stat. 969; 16 U.S.C. 20), is entitled to a preference in the
extension of this contract. This means that the extension will be
awarded to the party submitting the best offer, provided that if the
best offer was not submitted by the existing concessioner, then the
existing concessioner will be afforded the opportunity to match the
best offer. Section 1307 of the Alaska National Interest Lands
Conservation Act established certain rights and preferences for
continuing and selecting visitor service providers. Consideration and
application of Section 1307 will occur at the time of award. If the
existing concessioner does not agree to the terms of the extension, the
right of preference shall be considered to have been waived, and the
extension will then be awarded to the party submitting the best
responsive offer.
Because of the limited term of the proposed extension, the National
Park Service is not encouraging the submission of offers by anyone but
the incumbent in response to this proposal, but plans to do so at the
time the contract is renewed for a longer term. However, as required by
law, the National Park Service will consider and evaluate all offers
received in response to this notice. Anyone interested in obtaining
further information about this proposed extension should contact

Anchorage, Alaska 99503-2892 (phone 907-257-2529) no later than 15 days
following publication of this notice to obtain a prospectus outlining
the requirements of the proposed extension. Any offer submitted as a
result of this notice must be received by the Alaska Field Office no
later than 30 days after the date of publication of this notice.
