    AGENCY: Federal Aviation Administration (FAA), DOT.
    
    ACTION: Final rule; delay of effective date.

    SUMMARY: This action delays the effective date for the establishment of 
    Federal Airways V-165 and V-287 located in the State of Washington, 
    until further notice. The FAA is taking this action to allow time for 
    additional flight inspection.
    
    DATE: The effective date of 0901 UTC, October 8, 1998, is delayed until 
    further notice.

    SUPPLEMENTARY INFORMATION: Airspace Docket No. 97-ANM-23, published in 
    the Federal Register on July 22, 1998 (63 FR 39235), established V-165 
    and V-287 in the State of Washington, and was originally scheduled to 
    become effective on October 8, 1998. The effective date of V-165 and V-
    287 is delayed until further notice to allow time for additional flight 
    inspection.
        The FAA has determined that this regulation only involves an 
    established body of technical regulations for which frequent and 
    routine amendments are necessary to keep them operationally current. 
    Therefore, this regulation (1) is not a significant regulatory action 
    under Executive Order 12866; (2) is not a ``significant rule'' under 
    DOT Regulatory Policies and Procedures (44 FR 11034; February 26, 
    1979); and (3) does not warrant preparation of a Regulatory Evaluation 
    as the anticipated impact is so minimal. Since this is a routine matter 
    that will only affect air traffic procedures and air navigation, it is 
    certified that this rule will not have a significant economic impact on 
    a

    substantial number of small entities under the criteria of the 
    Regulatory Flexibility Act.
