    DEPARTMENT OF THE INTERIOR

Information Collection Submitted to the Office of Management and
Budget for Review Under the Paperwork Reduction Act

The proposal for the collection of information listed below has
been submitted to the Office of Management and Budget for approval
under the provisions of the Paperwork Reduction Act (44 U.S.C. Chapter
35). Copies of the proposed information collection requirement and
related explanatory material may be obtained by contacting Dennis C.
Jones at 303-231-3046. Comments and suggestions on the requirement
should be made directly to the Bureau Clearance Officer at the
telephone number listed below, and to the OMB Paperwork Reduction
    Project (1010-0074), Washington, DC 20503, telephone 202-395-7340.
Title: Coal Washing and Transportation Allowances.
        OMB Approval Number: 1010-0074.
Abstract: The Government collects royalties resulting from the sale
of Federal and Indian coal. Coal sales contracts are required to be
submitted upon request by MMS to ensure that the Federal or Indian
lessor receives royalties that are based on product values representing
fair market value. In some cases an allowance may be granted from
royalties to compensate the lessee for the reasonable actual costs of
washing the royalty portion of the coal. An allowance may also be
granted for transporting the royalty portion of coal to a sales point
not on the lease or in the mine area. Failure to collect the data
described in this information collection could result in the
undervaluation of coal and render it impossible to ensure that the
public and/or the Indians receive payment on the full value of the
    minerals being removed.
Bureau Form Numbers: MMS-4292 and MMS-4293.
Frequency: Annually, or whenever a contract terminates, or
    circumstances otherwise cause changes.
Description of Respondents: Solid minerals mining companies.
        Annual Responses: 44.
        Annual Burden Hours: 498.
Bureau Clearance Officer: Arthur Quintana, (703) 787-1101.

        Dated: July 12, 1995.
    James W. Shaw,
    Associate Director for Royalty Management.
