The entire meeting will be open to the public. NRC staff and
contractors will be available to summarize the DEIS, answer questions
related to information presented in the DEIS, and listen to comments to
be considered in developing the final environmental impact statement.
The primary objective of the meeting is to receive public comments on
the DEIS and most of the meeting will be devoted to this objective.
DATE AND ADDRESSES: The meeting will be held on September 16, 1996,

SUPPLEMENTARY INFORMATION: The NRC has prepared a DEIS that evaluates
the environmental impacts and alternatives associated with SMC's
proposed approach to decommissioning radiologically contaminated waste
piles. NRC noticed the availability of the DEIS on July 25, 1996 (61 FR
38789). The U.S. Environmental Protection Agency noticed availability
of the DEIS (EIS No. 960349) on August 2, 1996 (61 FR 40414). NRC's
notice of availability stated that the public comment period on the
DEIS would extend 90 days from the date of EPA's notice. Consequently,
the comment period on the DEIS will expire on October 31, 1996.
The NRC is offering an opportunity for public review and comment on
the DEIS in accordance with NRC requirements in 10 CFR 51.73, 51.74,
and 51.117. The DEIS is a preliminary analysis of potential
environmental impacts of SMC's proposed approach. NRC will not issue
the final EIS until public comments on the DEIS are received and
evaluated. Preliminary comments have already been provided to the NRC,
which included additional alternatives for consideration. NRC staff
will review the comments, conduct any necessary analyses, and make
appropriate revisions in developing the final EIS. NRC is arranging
this public meeting to provide an overview of the DEIS and an
opportunity for the NRC to hear any public comments on the DEIS,
including comments on the adequacy of the staff's assessment of the
impacts and additional alternatives that deserve consideration.
Dated at Rockville, Maryland, this 7th day of August 1996.
For the Nuclear Regulatory Commission.
