    AGENCY: Environmental Protection Agency (EPA).
    
    ACTION: Proposed rule.

    SUMMARY: We are proposing to approve a December 31, 1998, request from 
    the Minnesota Pollution Control Agency for new air pollution control 
    requirements for the Minnesota sulfur dioxide (SO2) State 
    Implementation Plan (SIP) for Marathon Ashland Petroleum LLC 
    (Marathon). These requirements were submitted in the form of an 
    Administrative Order (Order) and include revisions associated with the 
    addition of a new stack, revised emission limits for numerous sources 
    and other changes. The revisions result in an overall decrease in 
    allowable SO2 emissions from the facility. The new 
    requirements have been evaluated through a computerized modeling 
    analysis and have shown that they will attain and maintain the National 
    Ambient Air Quality Standard (NAAQS) for SO2.
        In the final rules section of the Federal Register, EPA is 
    approving the State's submittal as a direct final rule without prior 
    proposal because EPA views this action as a noncontroversial action and 
    anticipates no relevant adverse comments. A detailed rationale for the 
    approval is set forth in the direct final rule. If no relevant adverse 
    comments are received in response to this rule, no further activity is 
    contemplated, and the direct final rule will become effective. If EPA 
    receives relevant adverse comments, the direct final rule with be 
    withdrawn, and all public comments received during the 30-day comment 
    period set forth below will be addressd in a subsequent final rule 
    based on this proposed rule. The EPA will not institute a second 
    comment period on this action. Any parties interested in commenting on 
    this action should do so at this time.
