provided:

Authority

    This action is authorized under the Omnibus Crime Control and Safe 
Streets Act of 1968, Secs. 201-03, as amended, 42 U.S.C. 3721-23 
(1988).

Background

    The purpose of this solicitation is to support the continued 
operation of the National Institute of Justice's National Law 
Enforcement and Corrections 

[[Page 42906]]
Technology Center. This Center was established to coordinate and 
support the identification, development, and application of technology 
and information to meet the needs of criminal justice. This 
solicitation applies solely to the operation of the National Law 
Enforcement and Corrections Technology Center, and does not include the 
operation of any of the regional centers, the Border Research and 
Technology Center, the Office of Law Enforcement Commercialization, or 
the Office of Law Enforcement Standards. For a copy of the
