Sumter Electric Cooperative, Inc. (Sumter).
Florida Power explains that it has agreed to purchase from Seminole
and Sumter the Andersen Substation together with associated
transmission facilities and that the acquisition will result in savings
to customers.

petition for waivers and blanket approvals under various regulations of
the Commission and for an order accepting its FERC Electric Rate
Schedule No. 1 authorizing El Dorado to make sales at market-based
rates. El Dorado has requested waiver of the Commission's regulations
to permit an effective date of sixty days from the date of this filing.
El Dorado intends to sell electric power at wholesale. In
transactions where El Dorado sells electric energy it proposes to make
such sales on rates, terms, and conditions to be mutually agreed to
with the purchasing party. Rate Schedule No. 1 provides for the sale of
energy and capacity at agreed prices.

for service pursuant to Tariff No. 1 for Sales of Power and Energy by
Florida Power & Light. In addition, FPL filed Service Agreements with
Alabama Electric Cooperative, Inc. and Merchant Energy Group of the
Americas, Inc. for service pursuant to FPL's Market Based Rates Tariff.
FPL requests that the Service Agreements be made effective on July 10,
1998.

July 23, 1998. The agreement provides for the sale by Black Creek to
WWP of the total energy produced by the Black Creek Hydroelectric
Project, located in King County, Washington.
Black Creek has requested an effective date of July 1, 1996 for the
Agreement, and is requesting waiver of the 60 day notice period.

filing for the service agreements. Accordingly, Dayton requests waiver

the Service Agreement to become effective in accordance with its terms.
