    Notice of Availability of the Finding of No Significant Impact 
    for the Establishment of the World War II Memorial in Washington, DC
    
    ACTION: Notice of availability of the decision notice (DN)/finding of 
    no significant impact (FONSI) for the establishment and operation of 
    the World War II Memorial in Washington, DC.

    SUMMARY: Pursuant to the Council of Environmental Quality regulations 
    and National Park Service (NPS) policy, NPS prepared an environmental 
    assessment (EA) for the establishment of the World War II Memorial in 
    Washington, DC. The availability of the EA for a 30-day public comment 
    period was announced in the Federal Register on May 13, 1998. After the 
    end of the 30-day public comment period, NPS selected the preferred 
    alternative which is the proposed action, followed by a determination 
    that the establishment of this memorial will not cause significant 
    environmental impact (FONSI).
        The proposed action, this memorial, will be constructed at the 
    Rainbow Pool site along 17th Street in West Potomac Park which is 
    administered by the National Park Service. The World War II Memorial is 
    being established by the American Battle Monuments Commission, an 
    independent agency of the U.S. Government, pursuant to the 
    Commemorative Works Act, 40 U.S.C. 1001 et seq.
