Connecticut Department of Public Utility Control's Petition 
Requesting Additional Authority To Implement Area Code Conservation 
Measures

AGENCY: Federal Communications Commission.

ACTION: Notice.

SUMMARY: On August 5, 1999, the Commission released a public notice 
requesting public comment on a petition from the Connecticut Department 
of Public Utility Control (``Petition'') requesting additional 
authority to implement measures related to conservation of area codes. 
The intended effect of this action is to make the public aware of, and 
to seek public comment on, this request.

SUPPLEMENTARY INFORMATION: On September 28, 1998, the Federal 
Communications Commission (``Commission'') released an order in the 
matter of a Petition for Declaratory Ruling and Request for Expedited 
Action on the July 15, 1997 Order of the Pennsylvania Public Utility 
Commission Regarding Area Codes 412, 610, 215, and 717, and 
Implementation of the Local Competition Provisions of the 
Telecommunications Act of 1996, Memorandum Opinion and Order and Order 
on Reconsideration, FCC 98-224, CC Docket No. 96-98, 63 FR 63613, NSD 
File No. L-97-42 (rel. September 28, 1998) (``Pennsylvania Numbering 
Order''). The Pennsylvania Numbering Order delegated additional 
authority to state public utility commissions to order NXX code 
rationing, under certain circumstances, in jeopardy situations and 
encouraged state commissions to seek further limited delegations of 
authority to implement other innovative number conservation methods.
    The Connecticut Department of Public Utility Control (``CTDPUC'') 
has filed a request for additional delegation of authority to implement 
area code conservation methods in their state. See Common Carrier 
Bureau Seeks Comment on the Connecticut Department of Public Utility 
Control's Petition for Delegation of Additional Authority to Implement 
Area Code Conservation Measures, Public Notice, NSD File No. L-99-62, 
DA 99-1555 (rel. August 5, 1999).
    The additional authority measures sought by the CTDPUC relate to 
issues under consideration in the Numbering Resource Optimization 
Notice. Numbering Resource Optimization, Notice of Proposed Rulemaking, 
CC Docket No. 99-200, FCC 99-122 (rel. June 2, 1999), 64 FR 32471. 
Because the CTDPUC faces immediate concerns regarding the 
administration of area code resources in Connecticut, we find it to be 
in the public interest to address this petition as expeditiously as 
possible, prior to completing the rulemaking proceeding.
    We hereby seek comment on the issues raised in the CTDPUC's 
petition for delegated authority to implement various area code 
conservation measures. A copy of this petition will be available during 
regular business hours at the FCC Reference Center, Portals II, 445 
12th Street, S.W., Suite CY-A257, Washington, D.C. 20554, (202) 418-
0267.
    Interested parties may file comments concerning these matters on or 
before September 6, 1999. All filings must reference NSD File Number L-
