Award of Fellowships to Applicants From Other American Republics
AGENCY: Agricultural Research Service, USDA.
ACTION: Final rule.

SUMMARY: This action is being taken as part of the National Performance
Review program to eliminate unnecessary regulations and improve those
that remain. This final rule removes obsolete regulations pertaining to
award of fellowships to applicants from other American Republics by the
Agricultural Research Service.
EFFECTIVE DATE: September 18, 1996.

SUPPLEMENTARY INFORMATION: This rule has been determined not to be
significant for the purpose of Executive Order 12866 and, therefore,
has not been reviewed by the Office of Management and Budget. Also,
this rule will not cause a significant economic impact or other
substantial effect on small entities and, therefore, the provisions of
the Regulatory Flexibility Act, 5 U.S.C. 601 et seq., do not apply.
This action is being taken as part of the National Performance Review
program to eliminate unnecessary regulations. Since this rule relates
to internal agency management and removes obsolete recommendations
which have not been used for many years, notice of proposed rulemaking
and opportunity for public comment are not required, and this rule may
take effect 30 days after publication.
