    Comment and Recommendations; Application for BLS Occupational Safety 
    and Health Statistics Cooperative Agreement
    
    ACTION: Notice.

    SUMMARY: The Department of Labor, as part of its continuing effort to 
    reduce paperwork and respondent burden, conducts a preclearance 
    consultation program to provide the general public and Federal agencies 
    with an opportunity to comment on proposed and/or continuing 
    collections of information in accordance with the Paperwork Reduction 
    Act of 1995. This program helps to ensure that requested data can be 
    provided in the desired format, reporting burden is minimized, 
    reporting forms are clearly understood, and the impact of collection 
    requirements on respondents can be properly assessed. Currently, the 
    Bureau of Labor Statistics (BLS) is soliciting comments concerning the 
    proposed extension of the ``Application for BLS Occupational Safety and 
    Health Statistics Cooperative Agreement.'' A copy of the proposed 
    information collection request (ICR) can be obtained by contacting the 
    individual listed below in the address section of this notice.
    
    DATES: Written comments must be submitted on or before October 23, 
    1995.

    SUPPLEMENTARY INFORMATION:
    
    I. Background
    
        The Secretary of Labor has delegated to BLS the authority to 
    collect, compile and analyze statistical data on work-related injuries 
    and illnesses. The Cooperative Agreement is designed to allow BLS to 
    ensure conformance with program objectives. BLS has full authority over 
    the financial operations of the statistical program. BLS requires 
    financial reporting that will produce the information needed to monitor 
    the financial activities of BLS Occupational Safety and Health 
    Statistics grantees.
    
    II. Current Actions
    
        Continued collection of grantee financial information is necessary 
    to maintain an effective program of collection, compilation, and 
    analysis of occupational safety and health statistics, as authorized by 
    the Occupational Safety and Health Act of 1970 (Pub. L. 91-596). The 
    burden estimates are based on actual experience of grantees completing 
    the forms.
        Public comments on the accuracy of the burden estimates as well as 
    suggestions for reducing the burden are encouraged. BLS plans to 
    implement a system of electronic filing for these forms for 1997, which 
    should reduce the burden of collection. Signatures certifying the 
    authenticity of the information will continue to be required.
