clearance the following proposal for collection of information under 
the provisions of the Paperwork Reduction Act (44 U.S.C. chapter 35).
    Agency: Minority Business Development Agency.
    Title: 1992 Characteristics of Business Owners Survey.
    Form Number(s): CBO-1, -2, and -3.
    Agency Approval Number: None.
    Type of Request: New collection.
    Burden: 59,750 hours.
    Number of Respondents: 152,000.
    Avg Hours Per Response: .39 hour.
    Needs and Uses: This survey will collect data for comparing 
characteristics among different groups of business owners. The 
collected data will be used to evaluate exisitng Government programs 
designed to promote businesses and to plan and manage future programs 
and research efforts.
    Affected Public: Individuals or households, businesses or other 
for-profit institutions, small businesses or organizations.
    Frequency: Single time.
    Respondent's Obligation: Mandatory.
