    Approval and Promulgation of State Plans for Designated 
    Facilities and Pollutants: Georgia
    
    AGENCY: Environmental Protection Agency (EPA).
    
    ACTION: Proposed rule.

    SUMMARY: The EPA is approving a revision to the Georgia State 
    Implementation Plan (SIP). This revision was to incorporate the Post 
    1996 Rate-of-progress Plan (9 percent plan) submitted by the State of 
    Georgia through the Georgia Environmental Protection Division (EPD) on 
    November 15, 1993, and amended on June 17, 1996, into the SIP. 
    Supplemental information was submitted on April 14, 1988. This 
    submittal was made to meet the reasonable further progress requirements 
    of section 182(c)(2) of the Clean Air Act, as amended in 1990 (CAA).
        In the Final Rules Section of this Federal Register, EPA is 
    approving the Georgia State Plan submittal as a direct final rule 
    without prior proposal because the Agency views this as a 
    noncontroversial submittal and anticipates that it will not receive any 
    significant, material, and adverse comments. A detailed rationale for 
    the approval is set forth in the direct final rule published elsewhere 
    in todays Federal Register. If no significant, material, and adverse 
    comments are received no further activity is contemplated in relation 
    to this proposed rule. If EPA receives adverse comments, the direct 
    final rule will be withdrawn and all public comments received will be 
    addressed in a subsequent final rule based on this proposed rule. EPA 
    will not institute a second comment period on this action.
