proposed Joint Stipulation and Order requires Styrotech: (1) to comply
with all terms and conditions of draft permit no. 2304-90-OT-1
previously issued by the Minnesota Pollution Control Agency (``MPCA''),
and (2) to maintain records concerning specified matters relating to
operations at the facility. Further, the Joint Stipulation and Order
requires Styrotech to pay a civil penalty of $40,000.
