Golden Field Office; Notice of Federal Assistance Award to
Pacific International Center for High Technology Research
AGENCY: Department of Energy.
ACTION: Notice of Noncompetitive Financial Assistance Award.

SUMMARY: The U.S. Department of Energy (DOE), pursuant to the DOE
Financial Assistance Rules, 10 CFR 600.7, is announcing its intention
to award a cooperative agreement revision to The Pacific International
Center for High Technology Research (PICHTR), Honolulu, Hawaii for
activities to advance the commercialization of alcohol powered vehicles
for Governmental and private sector vehicle fleets in Hawaii.

SUPPLEMENTARY INFORMATION: PICHTR, Honolulu, Hawaii has been conducting
research, funded by the DOE, for a number of years to develop cost
effective methods to produce energy from biomass. The program has
resulted in construction of a biomass gasification facility that can
produce either a gaseous fuel for use in generating electricity or to
produce an alcohol fuel for vehicular use. This effort will involve
various activities focused on commercialization of alcohol powered
vehicles in order to most effectively use the fuel to be produced.
DOE has performed a review in accordance with 10 CFR 600.7 and has
made a determination of restricted eligibility pursuant to 10 CFR
600.7(b)(2)(i)(B). Subject to eligibility determinations, the
Department of Energy intends to make a financial assistance award to
PICHTR to undertake this activity.
The total project is estimated to cost $600,000 of which $300,000
will be provided by the participant and $300,000 will be provided by
DOE. The anticipated period of performance is twelve (12) months.
