ACTION: Notice.

SUMMARY: This is a notice to certain persons who have submitted
information to EPA in connection with pesticide information
requirements imposed under the Federal Insecticide, Fungicide, and
Rodenticide Act (FIFRA) and the Federal Food, Drug, and Cosmetic Act
(FFDCA). Syracuse Research Corporation (SRC) has been awarded a
contract to perform work for the EPA Office of Pesticide Programs, and
will be provided access to certain information submitted to EPA under
FIFRA and FFDCA. Some of this information may have been claimed to be
confidential business information (CBI) by submitters. This information
will be transferred to SRC consistent with the requirements of 40 CFR
2.307(h)(2) and 40 CFR 2.308(i)(2), and will enable SRC to fulfill the
obligations of the contract.
DATES: SRC will be given access to this information no sooner than
September 2, 1997.

SUPPLEMENTARY INFORMATION: Under Contract No. 68-W6-0047, work
assignment number 1-08, SRC will assist the Product Chemistry Review
Group of the Office of Pesticide Programs perform source pollution
assessments (SPAs) for manufacturer's process descriptions for
pesticide chemicals active ingredients (food and non-food use) and for
integrated manufacturing use products. SRC will also assist develop
assessment methodology for the review of formulated pesticides.
The Office of Pesticide Programs has determined that access by SRC
to information on all pesticide chemicals is necessary for the
performance of this contract. Some of this information may be entitled
to confidential treatment. The information has been submitted to EPA
under sections 3, 4, 6, and 7 of FIFRA and under sections 408 and 409
of FFDCA.
In accordance with the requirements of 40 CFR 2.307(h)(2), the
contract with SRC prohibits use of the information for any purpose
other than specified in the contract; prohibits disclosure of the
information to a third party without prior written approval from the
Agency; and requires that each official and employee of the contractor
sign an agreement to protect the information from unauthorized release
and to handle it in accordance with the FIFRA Information Security
Manual. In addition, SRC is required to submit for EPA approval a
security plan under which any CBI will be secured and protected against
unauthorized release or compromise. No information will be provided to
this contractor until the above requirements have been fully satisfied.
Records of information provided to this contractor will be maintained
by the Project Officer for this contract in the EPA Office of Pesticide
Programs. All information supplied to SRC by EPA for use in connection
with the contract will be returned to EPA when SRC has completed its
work.
