Approval and Promulgation of Implementation Plan; Wisconsin;
Site-Specific SIP Revision for the GenCorp Inc.-Green Bay Facility
AGENCY: Environmental Protection Agency.
ACTION: Proposed rule.

SUMMARY: The Environmental Protection Agency (EPA) proposes to approve
a revision to the Wisconsin State Implementation Plan (SIP) for ozone
that was submitted on November 17, 1995. This revision is an
alternative control method for controlling volatile organic compound
(VOC) emissions from storage tanks at the GenCorp Inc.-Green Bay
facility. The EPA has approved Wisconsin's general rule for the storage
of VOCs. The approved rule states that any deviation from the
specifically required control methods found in the State's rule must be
proven to be equivalent in controlling the VOC emissions before being
approved into the SIP. Because GenCorp Inc. has chosen a different
control method than those listed specifically in Wisconsin's rule, a
site-specific SIP revision is required to evaluate the control method
being used at the Green Bay facility.
In the final rules of this Federal Register, the EPA is approving
this action as a direct final without prior proposal because EPA views
this as a noncontroversial action and anticipates no adverse comments.
If no adverse comments are received in response to that direct final
rule, no further activity is contemplated in relation to this proposed
rule. If EPA receives adverse comments, the direct final rule will be
withdrawn and all public comments received will be addressed in a
subsequent final rule based on this action. Any parties interested in
commenting on this document should do so at this time.
