AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition filed by
Michael D. Law proposing the allotment of Channel 269C3 at Lindsborg,
Kansas, as the community's second local FM service. Channel 269C3 can
be allotted to Lindsborg in compliance with the Commission's minimum
distance separation requirements with a site restriction 8.6 kilometers
(5.4 miles) north to avoid short-spacing conflicts with the licensed
operations of Station KFDI-FM, Channel 267C, Wichita, Kansas; Station
KVOE-FM, Channel 269A, Emporia, Kansas; and Station KZSN-FM, Channel
271C, Hutchinson, Kansas. The coordinates for Channel 269C3 at
Lindsborg are 38-39-03 NL and 97-42-12 WL.
DATES: Comments must be filed on or before October 16, 1997, and reply
comments on or before October 31, 1997.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
