    SUPPLEMENTARY INFORMATION:

    The current limit for Category 340 is being increased for carryforward.

    Dear Commissioner: This directive amends, but does not cancel, the directive issued to you on October 4, 1999, by the Chairman, Committee for the Implementation of Textile Agreements. This directive concern imports of certain cotton and man-made fiber textile products, produced or manufactured in Nepal and exported during the twelve-month period which began on January 1, 2000 and extends through December 31, 2000.

    Effective on August 31, 2000, you are directed to increase the current limit for Start Printed Page 52704Category 340 to 480,204 dozen,[1] as provided for under the terms of the current bilateral textile agreement between the Governments of the United States and Nepal.

    The Committee for the Implementation of Textile Agreements has determined that this actions falls within the foreign affairs exception of the rulemaking provisions of 5 U.S.C. 553(a)(1).
