    consolidated proceeding upon the issues whose headings are set forth

    set forth in its entirety under the corresponding headings at 51 Fed. 
    Reg. 19347, May 29, 1986. The letter shown before each applicant's 
    name, above, is used below to signify whether the issue in question 
    applies to that particular applicant.
