extent that public participation in the approval process would defeat

Abstract: The NAEP, known as the Nation's Report Card, is the only

nationally comparable assessment results which are linked to student's
background characteristics, characteristics of schools and teachers.
This clearance request is clearance for the 1997 field test and for the
1998 full scale study which will focus on achievement in reading,
writing, and civics. In the arts, the small scale but nationally
representative sample of eighth grade students will be assessed using
materials which were tested in the 1995 field testing.
