    AGENCY: Interstate Commerce Commission.
    
    ACTION: Notice of conditional exemption.

    SUMMARY: Under 49 U.S.C. 10505, the Commission conditionally exempts 
    from the prior approval requirements of 49 U.S.C. 10901 the 
    construction and operation of a line of railroad by Southern Pacific 
    Transportation Company, The Denver and Rio Grande Western Railroad 
    Company, St. Louis Southwestern Railway Company, and SPCSL Corp. 
    (collectively, SP). The proposed line would be a 1,222-foot connection 
    between the track of The Atchison, Topeka and Santa Fe Railway Company 
    (Santa Fe) and the track of SP at the Santa Fe/SP intersection at 
    Stratford, TX. This decision will become effective, if appropriate, 
    only upon completion of the Commission's environmental review 
    concerning construction of the proposed rail line and issuance of a 
    further decision.
