ACTION: Notice of Information Collection Under Review: Formula Grants
Program Under the Juvenile Justice and Delinquency Prevention Act--
Fiscal Years 1997-1999--Application Kit.

The proposed information collection is published to obtain comments
from the public and affected agencies. Comments are encouraged and will
be accepted for 60 days from the date listed

at the top of this page in the Federal Register.
Request written comments and suggestions from the public and
affected agencies concerning the proposed collection of information.
Your comments should address one or more of the following four points:
(1) Evaluate whether the proposed collection of information is
necessary for the proper performance of the functions of the agency,
including whether the information will have practical utility;
(2) Evaluate the accuracy of the agencies estimate of the burden of
the proposed collection of information, including the validity of the
methodology and assumptions used;
(3) Enhance the quality, utility, and clarity of the information to
be collected; and
(4) Minimize the burden of the collection of information on those
who are to respond, including through the use of appropriate automated,
electronic, mechanical, or other technological collection techniques or
other forms of information technology, e.g., permitting electronic
submission of responses.

Overview of this information collection:
(1) Type of Information Collection: Continuation/Extension.
(2) Title of the Form/Collection: Formula Grants Program Under the
Juvenile Justice and Delinquency Prevention Act--Fiscal Year 1997-
1999--Application Kit.
(3) Agency form number, if any, and the applicable component of the
Department of Justice sponsoring the collection: Application for
Federal Assistance (SF-424), Certifications Regarding Lobbying;
Debarment, Suspension and Other Responsibility Matters; and Drug-Free
Workplace Requirements OJP Form (4061/6). Office of Juvenile Justice
and Delinquency Prevention, Office of Justice Programs, Department of
Justice.
(4) Affected public who will be asked or required to respond, as
well as a brief abstract: Primary: State, Local or Tribal Government.
Other: None. On August 7, 1974, the President signed into law the JJDP
Act of 1974, as amended by the JJDP Amendments of 1992 (Public Law 102-
586). The Act established Federal assistance for state and local
programs by authorizing the OJJDP Administrator to make formula grant
funds to states to assist in developing more effective juvenile
delinquency programs and to improve the juvenile justice system. The
Formula Grants Application Kit provides appropriate state agencies with
the instructions and forms necessary to apply for formula grants under
the JJDP Act. The Application Kit is provided to states as a technical
assistance guide in responding to statutory requirements and Federal
regulations.
(5) An estimate of the total number of respondents and the amount
of time estimated for an average respondent to respond: 57 responses at
432 hours, per response.
(6) An estimate of the total public burden (in hours) associated
with the collection: 24,624 annual burden hours.
