    Notice of Proposed Information Collection for Public Comment
    
    AGENCY: Office of the Assistant Secretary for Community Planning and 
    Development, HUD.
    
    ACTION: Notice.

    SUMMARY: The proposed information collection requirement described 
    below will be submitted to the Office of Management and Budget (OMB) 
    for review, as required by the Paperwork Reduction Act. The Department 
    is soliciting public comments on the subject proposal.
    
    DATES: Comments due: November 2, 1998.

    SUPPLEMENTARY INFORMATION: The Department will submit the proposed 
    information collection to OMB for review, as required by the Paperwork 
    Reduction Act of 1995 (44 U.S.C. Chapter 35, as amended).
        This Notice is soliciting comments from members of the public and 
    affected

    agencies concerning the proposed collection of information to: (1) 
    Evaluate whether the proposed collection of information is necessary 
    for the proper performance of the functions of the agency, including 
    whether the information will have practical utility; (2) Evaluate the 
    accuracy of the agency's estimate of the burden of the proposed 
    collection of information; (3) Enhance the quality, utility, and 
    clarity of the information to be collected; and (4) Minimize the burden 
    of the collection of information on those who are to respond; including 
    through the use of appropriate automated collection techniques or other 
    forms of information technology, e.g., permitting electronic submission 
    of responses.
        This Notice also lists the following information:
        Title of Proposal: Loan Guarantee Recovery Fund.
        OMB Control Number, if applicable: 2506-0159.
        Description of the need for the information and proposed use: To 
    appropriately determine whether entities that submit applications for 
    assistance under the Loan Guarantee Recovery Fund (Section 4 of the 
    Church Arson Prevention Act of 1996) are eligible applicants and submit 
    applications otherwise in compliance with the regulations, certain 
    information is required. Among other necessary criteria, HUD must 
    determine whether: (1) the financial institution is eligible as defined 
    at 24 CFR Section 573.2 of the regulations; (2) the borrower is 
    eligible as defined under 24 CFR Section 573.2; (3) the loan will 
    assist in addressing damage or destruction caused by acts of arson or 
    terrorism; (4) the activities which will be assisted by the guaranteed 
    loans are eligible activities under Sec. 573.3; (5) the financial 
    institution utilizes sufficient underwriting standards; and (6) the 
    assisted activities will comply with all applicable environmental laws 
    and requirements.
        Agency form numbers, if applicable: N/A.
        Members of affected public: Financial institutions such as banks, 
    trust companies, savings and loan associations, credit unions, mortgage 
    companies, or other issuers regulated by the Federal Deposit Insurance 
    Corporation, the Office of Thrift Supervision, the Credit Union 
    Administration, or the U.S. Comptroller of the Currency. Certain not-
    for-profit organizations affected by acts of arson or terrorism.
        Estimation of the total numbers of hours needed to prepare the 
    information collection including number of respondents, frequency of 
    response, and hours of response: A total of 100 respondents are 
    expected and the total estimated burden hours is 9440.
        Status of the proposed information collection: The Department does 
    not have a critical mass of respondents to serve as a source of 
    information from which conclusions can be drawn with respect to the 
    accuracy of its current estimates.
    
        Authority: Section 3506 of the Paperwork Reduction Act of 1995, 
    44 U.S.C. Chapter 35, as amended.
