included in Appendix A to the filing, with a proposed effective date of
    October 1, 1996.
WIC states that the purpose of the filing is to convert WIC's

average gas thermal content for the three months April 1996 through
    June 1996.
WIC states that copies of the filing are being served on all its
jurisdictional customers and affected state government agencies.
