    Rehabilitation Training: Rehabilitation Long-Term Training--
    Vocational Rehabilitation Counseling
    
        Notice inviting applications for new awards for fiscal year (FY) 
    1998.
        Purpose of Program: The Rehabilitation Long-Term Training program 
    provides financial assistance for--
        (1) Projects that provide basic or advanced training leading to an 
    academic degree in areas of personnel shortages in rehabilitation as 
    identified by the Secretary;
        (2) Projects that provide a specified series of courses or program 
    of study leading to award of a certificate in areas of personnel 
    shortages in rehabilitation as identified by the Secretary; and
        (3) Projects that provide support for medical residents enrolled in 
    residency training programs in the specialty of physical medicine and 
    rehabilitation.
        Eligible Applicants: State agencies and other public or nonprofit 
    agencies and organizations, including Indian Tribes and institutions of 
    higher education, are eligible for assistance under the Rehabilitation 
    Long-Term Training program.
        Deadline for Transmittal of Applications: October 31, 1997.
        Deadline for Intergovernmental Review: December 30, 1997.
        Applications Available: September 11, 1997.
        Available Funds: $1,700,000.
        Estimated Range of Awards: $90,000 to $100,000.
        Estimated Average Size of Awards: $100,000.
        Estimated Number of Awards: 17.
    
        Note: The Department is not bound by any estimates in this 
    notice.
    
        Maximum Award: In no case does the Secretary make an award greater 
    than

    $100,000 for a single budget period of 12 months. The Secretary rejects 
    and does not consider an application that proposes a budget exceeding 
    this maximum amount.
        Project Period: Up to 60 months.
        Applicable Regulations: (a) The Education Department General 
    Administrative Regulations (EDGAR) in 34 CFR parts 74, 75, 77, 79, 80, 
    81, 82, 85, and 86; and (b) The regulations for this program in 34 CFR 
    parts 385 and 386.
    
    Priorities
    
        Absolute Priority: Under 34 CFR 75.105(c)(3) and 34 CFR 386.1(b) 
    the Secretary gives an absolute preference to applications that meet 
    the following priority. The Secretary funds under this competition only 
    applications that meet this absolute priority:
        Projects that would provide training in vocational rehabilitation 
    counseling, which the Secretary has identified as an area of personnel 
    shortage.
        Invitational Priorities: Within the absolute priority specified in 
    this notice, the Secretary is particularly interested in applications 
    that meet one of the following invitational priorities. However, under 
    34 CFR 75.105(c)(1) an application that meets one of these invitational 
    priorities does not receive competitive or absolute preference over 
    other applications:
    
    Invitational Priority 1--Master's Program
    
        Projects that would offer training at the master's level through 
    established graduate rehabilitation counseling programs that are 
    accredited by the Council on Rehabilitation Education.
    
    Invitational Priority 2--Doctoral Program
    
        Projects that would offer training at the doctoral level through 
    established graduate rehabilitation counseling programs that are 
    accredited by the Council on Rehabilitation Education.
