Waiver of Fiscal Year 1994 Ceiling on Housing 
                Guaranty Loans for South Africa Private Sector Housing 
                Guaranty
                Program

                Memorandum for the Administrator of the Agency for
                International Development

                Pursuant to the authority vested in me by section 
                614(a)(1) of the Foreign Assistance Act of 1961, as 
                amended, I hereby determine that it is important to the 
                security interests of the United States to furnish 
                assistance to South Africa, in the form of Housing 
                Guaranty loans of up to $75 million, without regard to 
                any limitations contained in the Fiscal Year 1994 
                Foreign Operations, Export Financing, and Related 
                Programs Appropriations Act.

                You are authorized and directed to report this 
                determination to the Congress and to publish it in the 
                Federal Register.
