Approval and Promulgation of Implementation Plans, Tennessee:
Approval of Revisions to the Tennessee State Implementation Plan
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule.

SUMMARY: On March 17, 1997, and May 8, 1997, the State of Tennessee,
through the Tennessee Department of Environment and Conservation
(TDEC), submitted revisions to the Tennessee State Implementation Plan
(SIP). The revisions pertain to Sulfur Dioxide Emission Regulations for
the New Johnsonville and Copper Basin Additional Control Areas.
In the Rules section of this Federal Register, EPA is approving the
Tennessee State Plan submittal as a direct final rule without prior
proposal because the Agency views this as a noncontroversial submittal
and anticipates no adverse comments. A detailed rationale for the
approval is set forth in the direct final rule. If no adverse comments
are received, no further activity is contemplated. If EPA receives
adverse comments, the direct final rule will be withdrawn and all
public comments received will be addressed in a subsequent final rule
based on this proposed rule. EPA will not institute a second comment
period on this action.
DATES: Written comments must be received on or before October 13, 1999.
