    Kentucky: Approval of Revisions to the Louisville State 
    Implementation Plan
    
    AGENCY: Environmental Protection Agency (EPA).
    
    ACTION: Proposed rule.

    SUMMARY: The EPA is proposing to approve the Air Pollution Control 
    District of Jefferson County portion of the State Implementation Plan 
    (SIP) submitted by the Commonwealth of Kentucky through the Natural 
    Resources and Environmental Protection Cabinet on November 12, 1993, 
    and amended on April 5, 1994, and June 30, 1997, which includes the 15 
    Percent Rate-of-Progress Plan (15 percent plan) for the Louisville 
    moderate ozone nonattainment area. This submittal was made to meet the 
    15 percent reduction in emissions of volatile organic compounds (VOCs) 
    requirement of section 182(b)(1)(A) of the Clean Air Act, as amended in 
    1990 (CAA).
        In the Rules section of this Federal Register, EPA is approving the

    Kentucky Plan submittal as a direct final rule without prior proposal 
    because the Agency views this as a noncontroversial submittal and 
    anticipates no adverse comments. A detailed rationale for the approval 
    is set forth in the direct final rule. If no adverse comments are 
    received, no further activity is contemplated. If EPA receives adverse 
    comments, the direct final rule will be withdrawn and all public 
    comments received will be addressed in a subsequent final rule based on 
    this proposed rule. EPA will not institute a second comment period on 
    this action.
