    1. Steel Branch Mining, Docket No. WEVA 92-953. (Issues include 
whether the judge correctly concluded that Steel Branch Mining 
violated 30 C.F.R. Sec. 77.404(a), and that the violation was 
significant and substantial, and whether the judge assessed an 
appropriate civil penalty.)
