Notice of Intent To Make a Noncompetitive Financial Assistance 
Award to Howard University

AGENCY: Albuquerque Operations Office, Department of Energy.

SUMMARY: The Albuquerque Operations Office (ALO) of the Department of 
Energy (DOE), pursuant to the DOE Financial Assistance Rules, 10 CFR 
600.7, is announcing its intention to renew a financial assistance 
grant on a noncompetitive basis with Howard University. Assistance of 
$38,241 will support students in a cooperative education program with 
the DOE. The proposed award will provide the recipient with financial 
resources necessary for the education and employment of students 
enrolled in the program.

DATES: Comments must be received no later than September 29, 1994.

SUPPLEMENTARY INFORMATION: The financial assistance is authorized under 
the DOE Organization Act, Public Law 95-91, as amended.
    A noncompetitive award is appropriate. In particular, this award 
meets the criteria of 10 CFR 600.(b)(2)(i)(A) in that the activity to 
be funded is a renewal of an activity presently being funded by DOE, 
and for which competition for support would have a significant adverse 
effect on continuity of the activity.
