    Sunshine Act Meeting; Open Commission Meeting Thursday, September 
    17, 1998
    
        The Federal Communications Commission will hold an Open Meeting on 
    the subjects listed below on Thursday, September 17, 1998, which is 
    scheduled to commence at 9:30 a.m. in Room 856, at 1919 M Street, NW., 
    Washington, DC.
    
    Item No., Bureau, Subject
    
    1--Common Carrier--Title: Truth-in-Billing and Billing Format. Summary: 
    The Commission will consider action concerning truth-in-billing for 
    tele-communications carriers.
    2--Common Carrier--Title: 1998 Biennial Regulatory Review -- 
    Streamlined Contributor Reporting Requirements Associated with 
    Administration of Telecommunications Relay Service, North American 
    Numbering Plan, Local Number Portability, and Universal Service Support 
    Mechanisms. Summary: The Commission will consider action concerning 
    consolidation of the forms used to collect data from common carriers.
    3--Mass Media--Title: Amendment of Parts 1, 21 and 74 to Enable 
    Multipoint Distribution Service and Instructional Television Fixed 
    Service Licensees to Engage in Fixed Two-Way Transmissions (MM Docket 
    No. 97-217, RM-9060). Summary: The Commission will consider action to 
    permit MDS and ITFS licensees increased flexibility to provide enhanced 
    services including two-way digital technology; streamline the 
    application process for those services; and the service requirements 
    for ITFS licensees in a digital environment.
    4--Wireless Telecommunications--Title: Biennial Regulatory Review -- 
    Amendment of Parts 0, 1, 13, 22, 24, 26, 27, 80, 87, 90, 95, 97, and 
    101 of the Commission's Rules to Facilitate the Development and Use of 
    the Universal Licensing System in the Wireless Telecommunications 
    Services (WT Docket No. 98-20); and Amendment of the Amateur Service 
    Rules to Authorize Visiting Foreign Amateur Operators to Operate 
    Stations in the United States (WT Docket No. 96-188). Summary: The 
    Commission will consider consolidating, revising and streamlining its 
    rules governing application procedures for radio services licensed by 
    the Wireless Telecommunications Bureau.
    5--International--Title: Redesignation of the 17.7-19.7 GHz Frequency 
    Band, Blanket Licensing of Satellite Earth Stations in the 17.7-20.2 
    GHz and 27.5-30.0 GHz Frequency Bands, and the Allocation of Additional 
    Spectrum in the 17.3-17.8 GHz and 24.75-25.25 GHz Frequency Bands for 
    Broadcast Satellite-Service Use (RM's - 9005 and 9118). Summary: The 
    Commission will consider proposals to: 1) redesignate portions of the 
    17.7-19.7 GHz band; 2) blanket license

    certain satellite earth stations in the 17.7-20.2 GHz and 27.5-30.0 GHz 
    bands; and 3) allocate additional spectrum in the 17.3-17.8 GHz and 
    24.75-25.25 GHz frequency bands for broadcast Satellite Service (BSS) 
    use.
    6--Cable Services--Title: Closed Captioning and Video Description of 
    Video Programming; and Implementation of Section 305 of the 
    Telecommunications Act of 1996 and Video Programming Accessibility (MM 
    Docket No. 95-176). Summary: The Commission will consider action 
    concerning closed captioning requirements for video programming.
