Spectrum Planning and Policy Advisory Committee (SPAC) Meeting
SUMMARY: In accordance with the provisions of the Federal Advisory
Committee Act, 5 U.S.C. Appendix, notice is hereby given that the
Spectrum Planning and Policy Advisory Committee (SPAC) will meet on
September 26, 1997 from 9:30 a.m. to 4:30 p.m. in Room 1605 at the
United States Department of Commerce, 1401 Constitution Avenue, N.W.,
Washington, D.C.
The Committee was established on July 19, 1965 as the Frequency
Management Advisory Council (FMAC). The name was changed in April,
1991, and in July, 1993, to reflect the increased scope of its mission.
The objective of the Committee is to advise the Secretary of Commerce
on radio frequency spectrum planning matters and means by which the
effectiveness of Federal Government frequency management may be
enhanced. The Committee consists of nineteen members, fifteen from the
private sector, and four from the Federal Government, whose knowledge
of telecommunications is balanced in the functional areas of
manufacturing, analysis and planning, operations, research, academia
and international negotiations.
The principal agenda items for the meeting will be:
(1) Discussion of the SPAC Report of Spectrum Reallocation;
(2) Future Spectrum Policy and Long Range Planning;
(3) Summary of new radiation exposure legislation; and
(4) Public Safety Wireless Advisory Committee (PSWAC) update.
The meeting will be open to public observation. Public entrance to
the building through the main entrance is on 14th Street midway between
Pennsylvania Avenue and Constitution Avenue. A period will be set aside
for oral comments or questions by the public which do not exceed 10
minutes each per member of the public. More extensive questions or
comments should be submitted in writing before September 17, 1997.
Other public statements regarding Committee affairs may be submitted at
any time before or after the meeting. Approximately 20 seats will be
available for the public on a first-come, first-served basis.
This meeting is physically accessible to people with disabilities.

Copies of the minutes will be available upon request 30 days after
the meeting.
