    Notice of Proposed Information Collection for Public Comment
    
    AGENCY: Office of the Assistant Secretary for Housing, HUD.
    
    ACTION: Notice.

    SUMMARY: The proposed information collection requirement described 
    below will be submitted to the Office of Management and Budget (OMB) 
    for

    review, as required by the Paperwork Reduction Act. The Department is 
    soliciting public comments on the subject proposal.
    
    DATES: Comments due: November 17, 1995.

    this proposal. Comments should refer to the proposal by name and/or OMB

    SUPPLEMENTARY INFORMATION: The Department will submit the proposed 
    information collection to OMB for review, as required by the Paperwork 
    Reduction Act of 1955 (44 U.S.C. Chapter 35, as amended).
        The Notice is soliciting comments from members of the public and 
    affecting agencies concerning the proposed collection of information 
    to: (1) Evaluate whether the proposed collection of information is 
    necessary for the proper performance of the functions of the agency, 
    including whether the information will have practical utility; (2) 
    Evaluate the accuracy of the agency's estimate of the burden of the 
    proposed collection of information; (3) Enhance the quality, utility, 
    and clarity of the information to be collected; and (4) Minimize the 
    burden of the collection of information on those who are to respond; 
    including through the use of appropriate automated collection 
    techniques or other forms of information technology, e.g., permitting 
    electronic submission of responses.
        This Notice also lists the following information:
        Title of Proposal: Section 8 Housing Assistance Payment (HAP) 
    Contract, Part II.
        OMB Control Number: 2502-0409.
        Description of the need for the information and proposed use: The 
    Secretary of HUD, according to Multifamily Housing Property Disposition 
    (MFPD) Reform Act of 1994 (section 203(e)(1), is authorized under 
    certain circumstances to enter into contracts under Section 8 of the 
    Untied States Housing Act of 1937, with owners of multifamily housing 
    projects. 24 CFR 886, Subpart C authorizes the use of the Housing 
    Assistance Payment (HAP) contract, Part II as the administrative 
    mechanism to provide Section 8 housing assistance to purchasers of HUD-
    owned and foreclosure sale multifamily projects. The HAP Contract, Part 
    II (HUD-52522-D) is a legal document, which as the administrative 
    mechanism to provide Section 8 housing assistance from the Federal 
    Government to the owner, commits the owner to HUD regulations and 
    procedures governing the purpose and use of Section 8 assistance funds.

        Members of affected public: Property Owners and Property Management 
    Agents.
        An estimation of the total numbers of hours needed to prepare the 
    information collection is 22,824, the number of respondents is 729, 
    frequency of response is 1, and the hours of response is 2,597.
        Status of the proposed information collection: Extension with 
    change.
    
        Authority: Section 3506 of the Paperwork Reduction Act of 1995, 
    44 U.S.C. Chapter 35, as amended.
