Justice's ``Solicitation for the Forensic DNA Laboratory Improvement
Program, Phase 4.''

Authority
This action is authorized under the Omnibus Crime Control and Safe
Streets Act of 1968, Secs. 201-03, as amended, 42 U.S.C. 3721-23
(1994).
Background
The purpose of this solicitation is to provide funding to State and
local governments to develop or improve the capability to analyze
deoxyribonucleic acid (DNA) in State and local forensic laboratories.
This program is authorized by the DNA Identification Act of 1994 (the
Act) (Public Law 103-322).
This solicitation is for the fourth year of the 5-year grant
program authorized by the Act.
