Approval and Promulgation of Air Quality Implementation Plans;
Maryland; Amendments VOC Regulations for Dry Cleaning and Stage I Vapor
Recovery
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule.

SUMMARY: EPA proposes to approve two State Implementation Plan (SIP)
revisions submitted by the State of Maryland. The first revision amends
Maryland's dry cleaning regulation to eliminate perchloroethylene
operations from the volatile organic compound (VOC) requirements. The
second revision amends the Stage I Vapor Recovery regulation's gasoline
storage tank capacity applicability requirements such that gasoline
storage tanks with a capacity of less than 2000 gallons are no longer
subject to the regulation. In the Final Rules section of this Federal
Register, EPA is approving the State's SIP revisions as a direct final
rule without prior proposal because the Agency views these as
noncontroversial SIP revisions and anticipates no adverse comments. A
detailed rationale for the approval is set forth in the direct final
rule. If no adverse comments are received in response to this rule, no
further activity is contemplated in relation to this rule. If EPA
receives adverse comments, the direct final rule will be withdrawn and
all public comments received will be addressed in a subsequent final
rule based on this proposed rule. EPA will not institute a second
comment period on this action. Any parties interested in commenting on
this action should do so at this time.
