2024-21487. Kram Hydro 5, LLC; Notice of Preliminary Permit Application Accepted for Filing and Soliciting Comments, Motions To Intervene, and Competing Applications

On April 26, 2024, Kram Hydro 5, LLC filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of a hydropower project proposed to be located at the U.S. Army Corps of Engineers' (Corps) Mississippi River Lock and Dam 5A near Winona County, MN, and Buffalo County, WI. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission.
The proposed Mississippi River Lock and Dam 5A Hydroelectric Project would consist of the following: (1) a proposed intake channel approximately 200 to 350 feet long and 90 feet wide located near the west bank of the existing Corps' dam; (2) a proposed 100-foot-long, 180-foot-wide reinforced concrete powerhouse, located downstream of the existing Corps' dam, containing two Kaplan pit turbine-generators with a total capacity of 14.0 megawatts; (4) a new 200-foot-long, 100-foot-wide unlined tailrace channel with stone riprap and a new 300-foot-long concrete retaining wall downstream of the powerhouse; and (5) a proposed transmission line approximately 1,000 foot from the project site connecting the substation to the grid. The proposed project would have an estimated annual generation of 73,500 megawatt-hours.
