    SUMMARY: Under 49 U.S.C. 10505, the Commission exempts from the prior 
    approval requirements of 49 U.S.C. 10901 the construction and operation 
    of a line of railroad by Southern Pacific Transportation Company, The 
    Denver and Rio Grande Western Railroad Company, St. Louis Southwestern 
    Railway Company, and SPCSL Corp. (collectively, SP). The proposed 
    1,222-foot line will connect the track of The Atchison, Topeka and 
    Santa Fe Railway Company (Santa Fe) and the track of SP at the Santa 
    Fe/SP intersection at Stratford, TX. By decision served August 9, 1995 
    (published August 9, 1995, at 60 FR 40602), the Commission 
    conditionally exempted the construction and operation of the line, 
    subject to completion of environmental review and a further decision. 
    The environmental analysis has now been completed.
    
    DATES: This exemption is effective on September 15, 1995, subject to 
    the condition that SP comply with certain mitigation measures adopted 
    in the decision. Petitions to reopen must be filed by October 12, 1995.
