AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making
filed on behalf of Gatoradio Media Group, Inc., requesting the
allotment of Channel 289C2 to Hays, Kansas, as that community's third
local FM transmission service. Coordinates used for this proposal are
38-57-15 NL and 99-26-43 WL.
DATES: Comments must be filed on or before November 1, 1999, and reply
comments on or before November 16, 1999.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
