AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making
filed by Mountain West Broadcasting requesting the allotment of Channel
265C to Littlefield, Arizona, as that locality's first local aural
transmission service. Information is requested regarding the attributes
of Littlefield, Arizona, to determine whether it is a bona fide
community for allotment purposes. Coordinates used for this proposal
are 36-52-59 NL and 114-33-13 WL.
DATES: Comments must be filed on or before November 1, 1999, and reply
comments on or before November 16, 1999.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
