    Quarterly Rail Cost Adjustment Factor
    
    AGENCY: Interstate Commerce Commission.
    
    ACTION: Approval of rail cost adjustment factor and decision.

    SUMMARY: The Commission has approved a fourth quarter 1994 rail cost 
    adjustment factor (RCAF) and cost index filed by the Association of 
    American Railroads. The fourth quarter RCAF (Unadjusted) is 1.045. The 
    fourth quarter RCAF (Adjusted) is 0.822, a decrease of 1.3 percent from 
    the third quarter 1994 RCAF (Adjusted) of 0.833. Maximum fourth quarter 
    1994 RCAF rate levels may not exceed 98.7 percent of maximum third 
    quarter 1994 RCAF rate levels.
    
    EFFECTIVE DATE: October 1, 1994.

        This action will not significantly affect either the quality of the 
    human environment or energy conservation.
        Pursuant to 5 U.S.C. 605(b), we conclude that our action will not 
    have an adverse economic impact on a substantial number of small 
    entities. The economic impact on small entities is not likely to be 
    significant within the meaning of the Regulatory Flexibility Act.
