Public Hearing for Draft Environmental Impact Statement on
Realignment of Naval Air Station Miramar, CA
Pursuant to Council on Environmental Quality regulations (40 CFR
Parts 1500-1508) implementing procedural provisions of the National
Environmental Policy Act, the Marine Corps has prepared and filed with
the U.S. Environmental Protection Agency the Draft Environmental Impact
Statement (DEIS) for realignment of

Naval Air Station (NAS) Miramar, California.
A public hearing to inform the public of the DEIS findings and to
solicit comments will be held on October 18, 1995, beginning at 6:00
pm, in the Tierrasanta Elementary School Auditorium, located at 5450 La
Quenta Drive, San Diego, California.
The public hearing will be conducted by the Marine Corps. Federal,
state, and local agencies and interested parties are invited and urged
to be present or represented at the hearing. Oral statements will be
heard and transcribed by a stenographer; however, to assure accuracy of
the record, all statements should be submitted in writing. All
statements, both oral and written, will become part of the public
record on this study. Equal weight will be given to both oral and
written statements.
In the interest of available time, each speaker will be asked to
limit their oral comments to five minutes. If longer statements are to
be presented, they should be summarized at the public hearing and
submitted in writing either at the hearing or mailed to the address
listed at the end of this announcement. All written statements must be
postmarked by October 29, 1995, to become part of the official record.
The DEIS has been distributed to various Federal, State, and local
agencies, elected officials, and civic associations and groups. A
limited number of single copies are available at the address listed at
the end of this notice.
In accordance with the Defense Base Closure and Realignment Act of
1990 and the specific base closure and realignment decisions approved
by the president and accepted by Congress in September 1995, the
proposed action is the realignment or conversion of NAS Miramar to
Marine Corps Air Station (MCAS) Miramar. The proposed action relocates
aircraft and associated assets from MCAS Tustin and MCAS El Toro, which
are closing, to NAS Miramar. Alternatives considered in the DEIS
include: no action, relocation of aircraft and assets to other air
stations that meet operational requirements, and relocation of aircraft
and assets to NAS Miramar. Alternative configurations of facilities at
NAS Miramar were also evaluated. The proposed action will have impacts
on noise, endangered species, and air quality.
