    OMB Clearance Request for Summary Subcontract Report
    
    AGENCIES: Department of Defense (DOD), General Services Administration 
    (GSA), and National Aeronautics and Space Administration (NASA).
    
    ACTION: Notice of request for a revision to an existing OMB clearance 
    (9000-0007) for Standard Form 295.

    SUMMARY: Under the provisions of the Paperwork Reduction Act of 1980 
    (44 U.S.C. 3501), the Federal Acquisition Regulation (FAR) Secretariat 
    has submitted to the Office of Management and Budget (OMB) a request 
    for a revision of a currently approved information collection 
    requirement concerning Summary Subcontract Report (SF 295).

    SUPPLEMENTARY INFORMATION: 
    
    A. Purpose
    
        In accordance with the Small Business Act (15 U.S.C. 631, et seq.), 
    contractors receiving a contract for more than $10,000 agree to have 
    small and small disadvantaged business concerns participate in the 
    performance of the contract as far as practicable. Contractors 
    receiving a contract or a modification to a contract expected to exceed 
    $500,000 ($1,000,000 for construction) must submit a subcontracting 
    plan that provides maximum practicable opportunities for small and 
    small disadvantaged business concerns. Specific elements required to be 
    included in the plan are specified in section 8(d) of the Small 
    Business Act and are implemented in FAR 19.7.
        In conjunction with these plans, contractors must submit reports of 
    their progress on SF 295, Summary Subcontract Report. In addition, OFPP 
    Policy Letter 91-1, Government-Wide Small Business and Small 
    Disadvantaged Business Goals for Procurement Contracts, requires 
    Executive branch departments and agencies to report the number and 
    dollar value of subcontracts awarded to small business, small 
    disadvantaged business and women-owned small business. The report is 
    being expanded to collect information on the number of subcontract 
    awards to small business, small disadvantaged business and women-owned 
    small business which is not currently collected by the report.
        Information submitted on SF 295 is used to assess contractor's 
    compliance with their subcontracting plans and to report achievement of 
    goals for subcontract awards to small business, small disadvantaged 
    business and women-owned small business.
    
    B. Annual Reporting Burden
    
        Total annual public reporting burden for this collection of 
    information is estimated to average 99,024 hours, including the time 
    for reviewing instructions, searching existing data sources, gathering 
    and maintaining the data needed, and completing and reviewing the 
    collection of information. Send comments regarding this burden estimate 
    or any other aspect of this collection of information, including 
    suggestions for reducing this burden, to General Services 
    Administration, FAR Secretariat, 18th & F Streets, NW., Room 4035, 
    Washington, DC 20405, and to the FAR Desk Officer, Office of 
    Information and Regulatory Affairs, Office of Management and Budget, 
    Washington, DC 20503.
        The annual reporting burden is estimated as follows: Respondents, 
    1,542; responses per respondent, 3.6; total annual responses, 5,568; 
    preparation hours per response, 17,78; and total response burden hours, 
    99,024.
    
    C. Annual Recordkeeping Burden
    
        The annual recordkeeping burden is estimated as follows: 
    Recordkeeppers, 1,542; hours per recordkeeper, 14; and total 
    recordkeeping burden hours, 21,588.
