Quarterly Rail Cost Adjustment Factor

AGENCY: Interstate Commerce Commission.

ACTION: Approval of rail cost adjustment factor and decision.

SUMMARY: The Commission has approved a fourth quarter 1995 rail cost 
adjustment factor (RCAF) and cost index filed by the Association of 
American Railroads. The fourth quarter RCAF (Unadjusted) is 1.079. The 
fourth quarter RCAF (Adjusted) is 0.803, a decrease of 1.6% from the 
third quarter 1995 RCAF (Adjusted). Maximum fourth quarter 1995 RCAF 
rate levels may not exceed 98.4% of maximum third quarter 1995 rate 
levels.

EFFECTIVE DATE: October 1, 1995.

    This action will not significantly affect either the quality of the
