Submission for OMB Emergency Review; Comment Request
September 23, 1996.
The Department of Labor has submitted the Work Opportunity Tax
Credit (WOTC) information collection request (ICR), utilizing emergency
review procedures, to the Office of Management and Budget (OMB) for
review and clearance in accordance with the Paperwork Reduction Act of
1995 (Pub. L. 104-13, 44 U.S.C. Chapter 35). OMB approval has been
requested by September 30, 1996. A copy of this ICR, with applicable
supporting documentation, may be obtained by calling the Department of
Labor Acting Departmental Clearance Officer, Theresa M. O'Malley (202)
219-5095.
Comments and questions about the WOTC ICR should be forwarded to
the Office of Information and Regulatory Affairs, Attn: OMB Desk
Officer for the Employment and Training Administration, Office of
Management and Budget, Room 10235, Washington, DC 20503 (202) 395-7316.
The Office of Management and Budget is particularly interested in
comments which:
* Evaluate whether the proposed collection of information is
necessary for the proper performance of the functions of the agency,
including whether the information will have practical utility;
* Evaluate the accuracy of the agency's estimate of the burden of
the proposed collection of information, including the validity of the
methodology and assumptions used;
* Enhance the quality, utility, and clarify of the information to
be collected; and
* Minimize the burden of the collection of information on those who
are to respond, including through the use of appropriate automated,
electronic, mechanical, or other technological collection techniques or
other forms of information technology, e.g., permitting electronic
submissions of responses.

Total Burden Cost (capital/startup): Note: Currently the WOTC is an
unfunded mandate. However, the U.S. House of Representatives in its
1997 appropriation report, states that the Committee intends to provide
funds after the legislation is enacted. It is expected that future
Congressional action will follow through with this funding.
Total Burden Cost (operating/maintaining): 0.
Description: The Employment and Training Administration (ETA) has
oversight responsibilities for the Work Opportunity Tax Credit (WOTC)
under the Small Business Jobs Protection Act of 1996 (Pub. L. 104-188).
Data collected on the WOTC will be collected by the State Employment
Security Agencies and provided to the U.S. Employment Service, Division
of Planning and Operations, Washington, DC, through the appropriate
Department of Labor regional office. The data will be used primarily,
for program management, including monitoring, oversight and the
identification of technical assistance and training requirements. The
date is also provided to the Congress through an annual Training and
Employment Report of the Secretary of Labor. The information reported
on ETA forms will be reported annually to the Committee House Ways and
Means of the U.S. House of Representatives.
