AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filed by Sulphur
Bluff Radio Broadcasting Company proposing the allotment of Channel
259A at Sulphur Bluff, Texas. The channel can be allotted to Sulphur
Bluff in compliance with the Commission's spacing requirements at
coordinates 33-23-03 NL and 95-22-59 WL. There is a site restriction
2.7 kilometers (1.7 miles) northeast of the community.
DATES: Comments must be filed on or before November 8, 1999, and reply
comments on or before November 23, 1999.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
