AGENCY: National Marine Fisheries Service (NMFS), National Oceanic and
Atmospheric Administration (NOAA), Commerce.
ACTION: Issuance of permit.

SUMMARY: Notice is hereby given that Dr. David R. Young, Professor,
Oregon State University, College of Oceanography, Hatfield Marine
Science Center, Newport, Oregon 97365-5260, has been issued a permit to
import Baikal seal specimens for scientific purposes.

SUPPLEMENTARY INFORMATION: On July 9, 1996, notice was published in the
Federal Register (61 FR 36036) that a request for a scientific research
permit to import Baikal seal (Phoca sibirica) samples from Russia had
been submitted by the above-named individual. The requested permit has
been issued under the authority of the Marine Mammal Protection Act of
1972, as amended (16 U.S.C. 1361 et seq.), and the Regulations
Governing the Taking and Importing of Marine Mammals (50 CFR part 216).
