clarifications and revisions to Commission policy that were announced

the suggestion of transmission users and providers. The How Group
proposes a four month schedule for implementing changes to the revised
S&P Document after approval by the Comission, with an additional two
months provided before those changes are incorporated into commercial
    operations.
