    Title: 30 CFR Part 254, Response Plans for Facilities Located Seaward 
    of the Coast Line
    OMB approval number: 1010-0091
    Abstract: The MMS proposes to amend the regulations at 30 CFR part 254 
    to implement the Oil Pollution Act of 1990 to establish requirements 
    for spill-response plans for oil-handling facilities located seaward of 
    the coast line, including associated pipelines. The amendments will 
    provide guidance to owners and operators to prepare and submit spill-
    response plans. The MMS will use this information to determine the 
    adequacy of a spill-response plan that has been submitted to a State or 
    to determine the response capability of the owners and operators.
