    ACTION: Proposed rule.

    SUMMARY: The Commission requests comments on a petition by Arturo Lopez 
    requesting the allotment of Channel 228A to Zapata, Texas. Channel 228A 
    can be allotted to Zapata, Texas, in compliance with the Commission's 
    minimum distance separation requirements without the imposition of a 
    site restriction. The coordinates for Channel 228A at Zapata are 26-54-
    30 and 99-16-18. Mexican concurrence will be requested for this 
    proposal.
    
    DATES: Comments must be filed on or before October 23, 1995, and reply
